“How much will it cost?” is the first question every business asks about custom software, and the one most vendors answer least usefully. Some quote a single number before they understand the requirement. Others refuse to give any number until you’ve signed up for a paid discovery phase. Neither helps you decide whether the project is worth doing.
This guide explains how custom software development is actually priced in India in 2026: the published rate benchmarks, how hours turn into a budget, what GST adds, and the running costs that appear after launch. Where a figure comes from a published source, we cite it. Where a number is our own planning estimate, we say so.
How much does custom software development cost in India?
Short answer: custom software in India is priced as effort (hours) multiplied by a blended hourly rate. Clutch’s 2026 pricing guide lists India in the US$25 to US$49 per hour band for software development companies, and GoodFirms reports a median of US$25 per hour for software development companies in Noida. At about ₹96 to the US dollar, that is roughly ₹2,400 to ₹4,700 per hour. A small internal tool may take a few hundred hours; a customer-facing platform with web and mobile apps can take a few thousand. Indian clients then pay 18% GST on top.
What the published benchmarks say
| Benchmark | Figure | Source |
|---|---|---|
| Hourly rate band for software development companies in India | US$25 to US$49 per hour | Clutch, Software Development Pricing Guide (updated September 2026) |
| Median hourly rate, software development companies in Noida | US$25 per hour | GoodFirms Noida directory (accessed September 2026) |
| Average software development project cost (global, all locations) | US$132,480 | Clutch, Software Development Pricing Guide |
| Average salary of a software developer in India | ₹716,462 per year | PayScale India (updated July 2026) |
| Apple Developer Program fee | US$99 per membership year | Apple |
| Google Play developer registration | US$25 one-time | Google Play Console Help |
Two cautions. First, Clutch’s average project cost is a global figure drawn from projects in many countries, so it is not an Indian price. Second, directory rates are what firms list, not what every project pays. Treat them as a sense-check on quotes, not a price list.
How hours turn into a budget
Every credible estimate follows the same arithmetic: features → hours → hours × blended rate. The blended rate mixes the time of developers, a designer, a tester and a project lead. The table below applies the published India rate band to three typical project sizes.
The hour ranges are Novotron’s planning estimates for typical projects, not published data. Your project may fall outside them. Rupee figures use ₹96 per US dollar (approximate rate on 28 September 2026) and exclude GST.
| Project type | Typical effort (estimate) | At US$25/hr (₹2,400) | At US$49/hr (₹4,704) |
|---|---|---|---|
| Small internal tool or integration e.g. an approval workflow, or syncing a CRM with accounting | 300 to 600 hours | ₹7.2 lakh to ₹14.4 lakh | ₹14.1 lakh to ₹28.2 lakh |
| Business web application or MVP e.g. a customer or dealer portal with 2 to 3 user roles | 800 to 1,500 hours | ₹19.2 lakh to ₹36 lakh | ₹37.6 lakh to ₹70.6 lakh |
| Web and mobile platform e.g. customer app, admin panel and several integrations | 2,000 to 4,000 hours | ₹48 lakh to ₹96 lakh | ₹94.1 lakh to ₹1.88 crore |
The spread is wide on purpose. The same “portal” can be 800 hours or 1,500 depending on the decisions in the next section, which is why a responsible vendor gives a range until discovery is done.
What actually drives the cost up or down
- Number of user roles. Each role (customer, staff, manager, admin, partner) needs its own screens, permissions and tests. Going from two roles to five can easily double the effort.
- Integrations. Connecting to an ERP, payment gateway, GST or e-invoicing system, SMS or WhatsApp provider, or a legacy database is often the least predictable part of the budget, because it depends on the quality of the other system’s interface.
- Platforms. Web only is cheapest. Adding Android and iOS apps adds design, development, testing and store publishing. A cross-platform framework can reduce, but not remove, that extra work.
- Data migration. Moving years of records out of spreadsheets or an old system, and cleaning them, is routinely underestimated.
- Security and compliance. Audit logs, encryption, role-based access, consent records and an independent security test add effort, but they are cheaper to build in than to retrofit. If the software handles personal data of Indian users, the Digital Personal Data Protection Act applies. See our DPDP compliance checklist.
- Design ambition. A clean, standard interface costs far less than a highly customised, animated one.
- Change during the build. Scope added mid-project is the most common reason budgets overrun. Agree up front how changes are estimated and approved.
Does GST apply to software development in India?
Yes, for Indian clients. Software development falls under GST services heading 9983 (other professional, technical and business services), taxed at 18%: 9% CGST plus 9% SGST within a state, or 18% IGST between states. A ₹20 lakh build invoiced to a company in Noida therefore costs ₹23.6 lakh including GST. A GST-registered business can usually claim that 18% back as input tax credit.
Exports are different. CBIC’s GST FAQs on exports state that exports of services are treated as a “zero rated supply”, so an Indian developer billing an overseas client in foreign exchange generally does not charge GST, subject to the conditions for export of services in the IGST Act. Confirm your specific case with your chartered accountant.
The costs that start after launch
The build is usually the smaller part of what software costs over its life. A widely cited estimate in software engineering research is that maintenance can account for up to 90% of a system’s lifetime cost (Koskinen, as cited by Dehaghani and Hajrahimi, 2013). Whatever the exact share for your project, budget for these from day one:
- Hosting and cloud services: servers or managed platforms, databases, storage, backups and bandwidth.
- Third-party services: maps, SMS, email, payment gateway fees, AI model usage and any paid libraries.
- App store accounts: US$99 a year for Apple’s developer programme and a US$25 one-time Google Play registration.
- Support and fixes: bugs found in real use, and questions from staff.
- Updates: new Android and iOS versions, browser changes, and framework and library upgrades.
- Security: patching, monitoring, periodic VAPT and log retention. CERT-In’s directions require 180 days of logs for many organisations.
- New features: the software will need to change as the business does.
Is it cheaper to hire developers in-house?
Sometimes, but compare like with like. PayScale puts the average software developer salary in India at about ₹7.2 lakh a year. That is one person’s pay. A working product team also needs design, testing, cloud and security skills, plus recruitment, management, laptops, licences and cover for leave and attrition. For a single product the company will keep developing for years, an in-house team, often started with an outside partner, can make sense. For a defined project, or while the business is still learning what it needs, an external team is usually cheaper and faster to start.
Fixed price or time and materials?
Fixed price suits well-defined work such as a specific integration or a portal with a signed-off scope. The vendor carries the estimating risk, so expect a margin for it and a formal change process. Time and materials suits products that will evolve with user feedback: you pay for hours worked, so you need visibility of progress and the authority to reprioritise. Many projects use both, with a fixed-price discovery and first release, then time and materials for improvements.
How to get an accurate quote
- Write down the problem, who will use the software, and what “done” looks like, before you talk to vendors.
- List every system it must connect to, and every kind of personal data it will store.
- Separate “must have for launch” from “later”.
- Ask each vendor for an estimate broken down by feature, with hours and rate, not a single total.
- Ask for the first-year running cost as well as the build cost.
- Check who owns the code and the cloud accounts, and how you would move to another vendor.
Comparing two quotes line by line usually reveals more than comparing their totals. A much cheaper quote often leaves out testing, security, data migration or support.

Frequently asked questions
What is the hourly rate for software development in India?
Clutch’s 2026 pricing guide lists India at US$25 to US$49 per hour for software development companies, and GoodFirms reports a median of US$25 per hour for firms in Noida. At about ₹96 per dollar, that is roughly ₹2,400 to ₹4,700 per hour.
How much does a small custom software project cost in India?
Using our planning estimate of 300 to 600 hours for a small internal tool or integration, and the published India rate band, the build would be roughly ₹7 lakh to ₹28 lakh before GST. The actual figure depends on user roles, integrations and data migration.
Is GST charged on software development services?
Yes. Software development for Indian clients attracts 18% GST. Exports of services are zero-rated under GST, subject to the export conditions in the IGST Act.
How much should I budget for maintenance?
Budget for hosting, third-party services, support, updates and security every year from launch. Research estimates suggest maintenance can make up the majority of a system’s lifetime cost, so ask every vendor for a first-year running cost alongside the build quote.
Why do software quotes vary so much?
Vendors make different assumptions about scope, testing, security, data migration and support, and they use different rates. Ask for estimates broken down by feature and hours so you can see exactly what each quote includes.
